The project, implemented by the Ministry of Environment and Sustainable Development, will enhance the country's capacity to mobilize international resources for climate resilient development. In particular, it will develop adaptation project proposals for the GCF and the Adaptation Fund; train national stakeholders in the development of climate change projects; and support a study to investigate options for accreditation of a national institution to the GCF.

Cabo Verde is highly vulnerable to the effects of climate change as a small island country and a dry Sahelian country. Along with scarce natural resources, climate variability in the country is likely to be increased leading to more storms, floods and droughts and a shorter rainy season. Faced with such complexity and pressures, and at a time of continued economic development, Cabo Verde may see these gains reversed by the onset of climate change impacts.

In Senegal, the decentralization policy, initiated since 1972, has known seen significant progress with the transfer of 9 competencies to local communities, including the management of natural resources. These competencies remain poorly supported, due to several constraints and barriers, including low access to resources.
